ENCOS LEAK DETECTION AND REPAIR
ENCOS’s LDAR Division, established in 1999, has developed a qualified team of environmental specialists providing expertise in this field utilizing state of the art technology and database management tools. Site-specific experience coupled with institutional knowledge are the cornerstone of the ENCOS team conducting LDAR operations at multiple petrochemical facilities across Texas, Louisiana, Alabama, and the Gulf of Mexico. In addition to maintaining an adaptive body of quality compliance services, ENCOS has successfully navigated numerous EPA, DEQ, and 3rd Party Audits through extensive knowledge of LDAR applicable Federal and State regulations. Employing time-tested methodologies and progressive efficiency planning in a committed effort of continuous improvement has resulted in proven Environmental Regulatory Compliance programs for all of ENCOS’s clients.
LDAR (Leak Detection and Repair) regulations were implemented by the United States Environmental Protection Agency (USEPA) over 35 years ago to control “fugitive emissions” (uncontrolled emissions) from regulated sources in order to protect human health and the environment from harmful pollutants released by industry and mobile sources. A leak is defined by the regulation governing the facility and typically targets VOCs (Volatile Organic Compounds) and/or HAPs (Hazardous Organic Pollutants). Once a leak is detected, the Owner/Operator is required to take actions to control or stop the leak and, as specified by the regulation, within a certain timeframe, usually 5 days to attempt a first repair and 15 days to attempt a final repair. If a leak cannot be repaired while the unit is online, an exception is allowed for Delay-of-Repair (DOR), but strict rules apply.
